Concessions Department
The Concessions Department of the Greater
Orlando Aviation Authority (the "Authority") is responsible
for awarding all concessions and consumer service privileges in the Terminal
Complex of the Orlando International Airport. The Terminal Complex consists
of approximately 150,000 square feet of Food & Beverage, Retail, and
Service space. It is the goal of the Authority to provide the traveling
public with a first-class shopping and dining experience as they travel
through the Orlando International Airport.
In partnership with our Master Retail Developer, Westfield Concession Management II LLC,
the Authority has launched a pilot program to bring new retail opportunities
to the airport through retail mobile units (RMU's). RMU's provide an excellent
venue through which small businesses can participate in the airport business
community.

The Greater Orlando Aviation Authority released RFP documents on April 15, 2009 for the following concession opportunity:
Airside 4-Landside East Hall News/Sundries/Gifts Concession Package - one located on Airside 4 and one located on Landside in the East Hall of the Main Terminal Complex at Orlando International Airport, Orlando, Florida. The combined Concession space consists of approximately 3,928 square feet of retail space. The term will be seven years. A Mandatory Pre-Proposal Conference will be held Tuesday, April 28, 2009 at 2:00 p.m. (EDST) in the Third Level Board Room at Orlando International Airport, One Airport Boulevard, Orlando, Florida 32827. A tour of the spaces will be provided directly after the conference. Please bring proper ID such as a valid driver’s license if you plan on attending the tour.
The Greater Orlando Aviation Authority previously released RFP documents for the following concession opportunities:
Airside 1 Local Developing Business (LDB) Snack Bar concession opportunity at Orlando International Airport. The concession space consists of approximately 411 square feet of food and beverage space located on wing 5 of Airside 1. The term of the concession agreement will be seven years. A mandatory pre-proposal conference will be held on Wednesday, April 22, 2009 at 2:00 p.m. (EDT) in the third level Board Room at Orlando International Airport. A tour of the space will be conducted directly after the conference. Please bring proper ID such as a valid driver's license if you plan on attending the tour.
Airside 4 Specialty Retail Concession located in the hub area of Airside 4 at Orlando International Airport. The concession space consists of approximately 2,700 square feet of retail space. The term of the concession agreement will be seven years We require 23% ACDBE participation for this concession opportunity. A mandatory pre-proposal conference will be held on Wednesday, March 25, 2009 at 2:00 p.m. Eastern Daylight Savings Time (EDT) in the third level Board Room at Orlando International Airport, One Airport Boulevard, Orlando, Florida 32827. A tour of the space will be conducted directly after the conference. Please bring proper ID such as a valid driver’s license if you plan on attending the tour.
Airside 4 Snack Bar Concession opportunity at Orlando International Airport. The concession space consists of three Snack Bar locations and one commissary/support area as follows: 1) Approximately 336 square feet of space on the 70’s Wing (grab and go kiosk); 2) approximately 600 square feet of space on the 80’s Wing (In-line Snack Bar) ; 3) approximately 2,234 square feet of space on the 90’s wing (In-line Snack Bar/Bar); 4) approximately 540 square feet of space in the mezzanine for a total of 3,710 square feet. The term of the concession agreement will be seven years. We require 23% ACDBE participation for this concession opportunity. A mandatory pre-proposal conference will be held on Thursday, April 2, 2009 at 2:00 p.m. (EDT) in the third level Board Room at Orlando International Airport. A Tour of the space will be conducted directly after the conference. Please bring proper ID such as a valid driver’s license if you plan on attending the tour.
Request for Bids for a Confiscated Item Return Service Concession at Orlando International Airport. The concession space consists of two locations approximately
32 square feet (16 square feet at each location) one at the East Security
Checkpoint and one at the West Security Checkpoint. The term of the concession
agreement will be three years with one two year option period. A mandatory pre-proposal conference will be held on Monday, March 30, 2009 at 2:00 p.m.

The Authority
awards concessions through a competitive procurement process, which involves
Requests for Proposals or Competitive Bids. On very rare
occasions, direct negotiations may take place for unique services.
Requests for Proposals
An award based on the evaluation of each proposal with respect to specific
selection criteria deemed appropriate for the available concession or
consumer service privilege.
All opportunities are advertised in the “Legal”
section of the
Orlando Sentinel, and other Orlando-based publications, as well as
on Onvia DemandStar.
Additionally opportunities may be advertised on aviation-related web sites
such as AAAE, ACI and AMAC, or in aviation-related written publications.
We will use the Authority's web site (www.OrlandoAirports.net)
to dispense as much information as possible about upcoming concessions
opportunities. While we will endeavor to provide the most up-to-date information,
interested parties are cautioned not to rely on this information alone,
and should continue to consult the venues cited above for the most current
information.

The Greater Orlando Aviation Authority is a strong supporter
of programs that advocate the inclusion of women, minorities and small
businesses in airport contracting. The Authority has adopted programs
in support of this position and in accordance with federal regulations,
49 CFR Part 23, has established a goal for participation in its concessions
program for Airport Concession Disadvantaged Business Enterprises (ACDBEs).
